You can. As far as Facebook goes, you will have to join a network. Since you're not in school and can't join a school network then you should join a regional network (City, Town, Country etc..)
Facebook requires you to join a network within a certain amount of time after signing up or you account will be permanently disabled.

Thats not really a question. Just go to the web site and log an there is no blocking. If you do not have internet then you can't.

You will get right in. Except you will be dissapointed because the whole thing revolves around friends who go to the same school as you.
